Moonlight Rider who fought evil became the very first TV super hero in Japan in the 1950's, returns with a little ordinary boy who is chosen as his successor. But this time, the evils are not evil enough...
Since Moonlight Rider last brought peace to the earth, he has been able to enjoy his retirement at his moon base. Unfortunately, the peace & justice is short-lived due to the re-surface of his archenemy, "Claw of Evil," who intend to conquer the world.
Having learnt of his evil intention and to stop his evil-doings, the Moonlight Rider dispatches his servant-scooter-shaped-alien, Scooko, to find his successor who will undertake the mission to save the earth from "Claw of Evil".
Naoto, an ordinary 5th grader, was doing his homework when Scooko suddenly came crashing down the roof into his room. This encounter immediately sealed the fate of Naoto as Scooko quickly appoints him as the new "Moonlight Rider".
Meanwhile, "Claw of Evil" and his men had already settled in Naoto's neighborhood, imposing as everyday decent and diligent residents. Till now, their evil plot has proceeded smoothly except they have been harassed by mischievous high-school girls.
Can Claw of Evil and his men who are under the mercy of mischievous high-school girls be the true villains? Who is the true villain in the neighborhood and can Naoto stop him? Also... can Naoto finish his homework?
